When a neuron is not conducting any impulse, i.e., resting, the axonal membrane is comparatively more permeable to potassium ions (K⁺) and nearly impermeable to sodium ions (Na⁺) and, the membrane is impermeable to negatively charged proteins present in the axoplasm.
