The government of Belgium handled the communal difference quite effectively. Belgian leaders revised their Constitution four times between 1970 and 1993, resulting in a new framework for the country. Some special legislation requires the majority support of each linguistic group's members. Because of this, no one community can decide for itself. State governments are not accountable to the Central Government. Both groups are equally represented in the administration of Brussels. There is a third type of government in addition to the Central and State governments. The 'community government' is chosen by individuals who speak a single language - Dutch, French, or German - regardless of where they live. This government has authority over cultural, educational, and linguistic problems.
