People in Belgium changed their constitution four times to try to find a way for everyone to live together peacefully and in harmony. Belgium chose to go in the direction of making everyone happy and go that way. In the Central Government, ministerial positions were given to Dutch and French speakers in equal numbers. Many of the Central Government's jobs have been given to the State Government. The Central Government had no control over or authority over the State Government. In the city of Brussels's independent government, both communities are given equal weight. There is also something called "Community Government," the third type of government. People who are Dutch, French, or German, no matter where they live, can vote for it.
