The Blandongdiensten system was imposed by the Dutch.
In 1882, the island of Java was responsible for the export of a total of 280,000 sleepers. To chop the trees, carry the logs, and prepare the sleepers, human labour was required. The Dutch initially enforced rents on property in the forest but later excused certain villages from paying these rents on the condition that they cooperated in supplying free labour and buffaloes to cut and deliver timber. This method of operation was referred to as the Blandongdiensten system.
