The British wanted tribal groups to settle down and become Peasant cultivators. They were uneasy with organisations that travelled around and did not have a set address. People who were always on the road were more difficult to regulate and administer than settled peasants. The British also desired a consistent stream of cash for the state. So they instituted land settlements, in which they measured the property, determined the rights of each individual who lived on it, and established the income requirement for the state. Some peasants were recognised as landowners, while others were declared tenants.
