An electric circuit is said to be in an open state if there is a breakage in the circuit. The bulb in an electric circuit will not glow. Also, if the connections are made loose, the current supply in the circuit would be improper, and hence the current won't flow. In addition,  if the bulb is fused, it won't glow as the current won't flow through the bulb.
