The call of Purna Swaraj was given by Jawahar Lal Nehru.
Jawahar Lal Nehru gave the resolution in a Congress assembly on purna swaraj. The concept of purna swaraj came at the time of the Nehru report. Motilal Nehru made the Nehru report in which one of the demands was dominion status. At the point of dominion status, there was a disagreement between both the states and Nehru that time Jawaharlal Nehru told them not to demand dominion status because it was the time now for complete independence or purna swaraj. Jawahar Lal Nehru started working on demanding purna swaraj or full independence
