The challenge of transitioning to democracy from a nondemocratic government is known as the Foundational challenge.
Challenge refers to a situation that needs some action. Challenges refer to the hurdles that become obstacles in the path and must be overcome. Some countries want to shift from one system of government to another, for example, from dictatorship to democracy.
