The area that was constructed on a hilltop is known as the citadel, or "acropolis". "Lower town" refers to an area with a lower height but a larger surface. The citadel had high brick walls that were built on an elevated surface. The main difference between the two parts was that the "Lower Town" was meant for the people of the working class while "The Citadel" was for the people of the ruling class.
