The city of Weimar hosted a National Assembly that drafted a democratic federal constitution in Germany. In the early years of the twentieth century, Germany was a powerful empire. Germany fought alongside the Austrians against England, France, and Russia in the First World War. At first, Germany made gains by capturing France and Belgium, but with the entry of the US in 1917, Germany was defeated. This defeat paved the way for the end of imperial rule and an opportunity for parliamentary parties to rebuild German polity. To establish a democratic federal system, a National Assembly met at Weimar. Deputies were elected on the basis of universal votes. The voting members included all adults and women.
