The maximum static friction on upper block and lower block is  f1 max=μSm1 g=0.6 2×10=12 N The maximum static friction between ground and lower block isF2  max=μS(m1+m2)g=0.6×4×10=24 N Assume that both blocks move together.
Tμk(m1+m2)g=(m1+m2)aT0.4×4×10=4a or T16=4a(1)

For upper block :
f1 =2a=2(T164) or f1 =T162

For just sliding,
f1=f1max or T162=12 or T16=24
T=24+16=40N
