The collectivization of agriculture was introduced by Stalin. Under Joseph Stalin's leadership, the Soviet Union implemented the collectivization of the agricultural industry between 1928 and 1940. It began and was included in the initial five-year plan. As part of the policy, individual landholdings and labour were to be merged into collectively operated and state-run farms. By imposing quotas on those who worked on collective farms, the Soviet leadership believed that the shift from individual to collective peasant farms would immediately increase the food supply for the urban population.
