The Collectivisation Policy was introduced to bring reforms in the Agricultural sector.
Stalin, who came to power after Lenin's death, oversaw the collectivization effort. It was thought that the reasonable size of the holding contributed to the grain scarcity. To develop modern farms and run them along industrial lines with machines, it was necessary to exterminate "kulaks," grab land from peasants, and establish state-controlled huge farms. Beginning in 1929, the government required all peasants to work on collective farms (kolkhoz). Peasants worked on the land, and the kolkhoz's earnings were dispersed. Peasants who were angry with the government resisted and murdered their animals. There were one-third fewer cattle between 1929 and 1931. Stalin's administration authorised some autonomous farming but did not treat these farmers with respect. Although collectivization happened, production did not immediately increase.
