Soviet Russian localities had a severe shortage of grain by 1927–1928. Stalin, the party's head at the time, looked into the reasons for this issue and put out certain emergency measures as a result. One of these initiatives was Stalin's collectivization campaign in 1929. Under this policy, the party required all farmers to work on Kolkhoz or collective farms. Farmers who worked on a collective farm split the revenue or harvest. Farmers who resisted collectivization, however, were harshly punished. For several reasons, they preferred not to labour on collective farms. While permitting limited independent farming, Stalin's administration showed these farmers little pity. As a result, production did not immediately increase despite Stalin's collectivization policy. In actuality, one of the greatest famines in Soviet history was brought on by the poor crops of 1930–1933.
