The colonial government considered all uncultivated lands or wastelands as unproductive. Since they produced no income or agricultural output. The Waste Land Rules were adopted throughout India in the mid-nineteenth century to bring the "wasteland" under agriculture. These lands were handed to a chosen group of people with different concessions and encouraged to be settled. The majority of these pastures were previously utilised for grazing by pastoralists. As a result of the increased agriculture, the number of pastures decreased, posing a dilemma for pastoralists. As a result, the colonial administration considered all uncultivated or wastelands unproductive.
