The colonial government of India passed the Criminal Tribes Act in 1871. The Act declared many communities of craftsmen, traders, and pastoralists as criminals by nature and birth. The reason behind this Act was the colonisers' hatred for the nomadic lifestyle of certain people. They were very suspicious of mobile traders, craftspersons, and pastoralists who changed their places of residence according to the season. In the eyes of the British, they were criminals because only criminals needed to change their residences frequently. Thus, the Act forced the nomadic communities to live only in notified village settlements. They were prohibited from moving out without a permit. Village police were asked to keep a continuous watch on them.
