The colonial state wanted to transform all grazing lands into Cultivated Farms. With the onset of colonialism, pastoralists discovered that their movements were restricted, their cattle's grazing areas decreased in size, and the income they had to pay rose. The colonial state desired to convert all grazing fields into cultivated farmlands. Uncultivated land seemed to colonial officials to be unproductive, producing neither income nor agricultural output. It was considered a "wasteland" that needed to be developed. Waste Land Rules were adopted in various country sections in the mid-nineteenth century.
