The Congress Session at Nagpur was held in December 1920.
The government utilised repression, and a campaign of civil disobedience was started. Mahatma Gandhi and Shaukat Ali travelled widely throughout the summer of 1920, gaining support for the cause from the general public. The suggestions, however, worried a lot of members of Congress. They were hesitant to abstain from the November 1920 council elections because they were concerned that the movement might spark unrest. There was a heated debate within the Congress between September and December. There appeared to be no common ground between the movement's supporters and opponents for a long time. Finally, a compromise was reached, and the Non-Cooperation programme was endorsed at the Congress session in Nagpur in December 1920.
