It feared that Muslims would be underrepresented. The failure of Congress to mobilise the Muslim masses in the 1930s allowed the League to broaden its social support. It attempted to broaden its support in the early 1940s when most Congress leaders were imprisoned. At the end of the war, in 1945, the British began negotiations for India's independence with the Congress, the League, and themselves. The talks fell through because the League saw itself as the sole representative of India's Muslims. Congress could not accept this claim because it was still supported by a large number of Muslims.
