The Constitution balanced the competing claims by providing three lists of subjects.
The powers of the federal government in comparison to those of the state governments was a topic of much debate in the Constituent Assembly. To balance these conflicting demands, the Constitution established three lists of topics: a Union List, which included matters such as taxes, defence, and foreign policy and would be the sole purview of the Centre; a State List, which included matters such as education and health and would be primarily the responsibility of the States; and a Concurrent List, which included matters such as forestry and agriculture and would be the joint responsibility of the Centre and the States.
