Detailed Solution

The constitution declares India as a union of states.
Although India has a federal system of government, the term 'federation' doesn't find it mentioned in the country's Constitution. It recognizes India as a Union of States. This can be attributed to the historical context of the becoming of the Indian nation-state. At the time of Independence, India was an amalgamation of various large and small administrative units. The Central government asked these units to transfer the subjects of national security, foreign relations, and currency while retaining other subjects. Some of these units enjoy considerable autonomy with special privileges in making laws.
