The Constitution originally provided for a two-tier system of government, the Union or the Central Government, which represents the Union of India and the State Governments. Later, the third tier of federalism was introduced and established in 1992. The third tier form of government was in the form of Panchayats and Municipalities. This is a three-fold distribution of legislative powers between the Union and the State Government. These different tiers enjoy separate jurisdictions. The Constitution provides three lists for the three-tier system of government- the Union list, the State list, and the concurrent list.
