The criminal tribal act was passed in 1871 by the colonial government, which wanted to rule over the pastoralists as a settled community.
However, this was impossible because all pastoralists moved from one region to another seasonally with their cattle, making it impossible for the government to tax pastoralists because they did not reside in a fixed location where they could identify, manage, and collect taxes from them. Because of this, they concluded that pastoral scenes fixed in one place were to be regarded as lawful and anything else as illegal.
