The Criminal Tribes Act in India was passed in 1871. Many groups of craftsmen, traders, and pastoralists were designated as Criminal Tribes under this Act. To increase its revenue, the colonial authority sought every potential source of taxes. Taxes were levied on land, canal water, salt, trade items, and even animals. Pastoralists were required to pay a levy on each animal that grazed on the pastures. Between 1850 and 1880, the authority to collect the tax was auctioned off to contractors. By the 1880s, the government was directly collecting taxes from pastoralists.
