The Criminal Tribes Act was passed in 1871.
The British administrators were deeply suspicious of nomads and pastoralists because they were always on the move. The British wanted to rule over a well-settled population that posed no problems for the government. They expected people to live in fixed places, such as villages. Those who were seen following the rules established by the colonial masters were regarded as peaceful and law-abiding citizens, and those who were constantly on the move were considered criminals. Thus, the government passed the Criminal Tribes Act in 1871. By this Act, many traders, pastoralists, and artisans were designated criminals by nature and birth.
