The purest manifestation of this process is the cult of Jagannatha in Puri. The fact that tribal people in the area still create the deity's wooden picture suggests that the deity was initially a regional deity later associated with Vishnu. Lord Jagannatha used to be revered as a regional deity. However, King Anantavarman chose to build a temple in the 12th century, and in 1230, King Anangabhima III consecrated his entire kingdom to Lord Jagannatha. As a result, the temple grew in importance on a political, religious, and social level. To make their rule more palatable to the worshipers, conquerors like the Mughals, Marathas, and the British tried to keep control of it. This showed how a local deity rose to popularity as the well-known Lord of a big kingdom.
