The colonial government enacted several laws in the nineteenth century to transform all wasteland into cultivable land. The grazing lands were considered wasteland as they did not generate revenue or agriculture. The transformation of grazing land into cultivable land led to a decrease in the pasture that created a problem for the pastoralists:
1)      As the pastures declined, it became difficult for pastoralists to feed their animals. They became confined to whatever grazing land remained. This created a shortage of food for cattle.
2)      With the change in quality and quantity of pasture, the animals began to die leading to the deterioration of animal stock.
3)      The shortage of food added to the decline of animal stock.
