Detailed Solution

The demand for commercial crops increased in 19th century Europe. The British Government wanted to expand the revenue basket. The prime sources of revenue were agriculture, trade, taxes, transport, pasture, fuelwood, etc. The industrial revolution created the demand for commercial crops like jute, cotton, rubber, indigo, etc. for the raw materials in the industries. Moreover, the demand for food grains like rice and wheat increased in the 19th century due to the growing urban population in England. The British government made legal procedures for the extension of cultivation for commercial crops. They brought the land under cultivation by cutting down forests, converting grazing lands, etc. The expansion of cultivation was regarded as a sign of progress.
