The demand for 'Purna Swaraj' was formalised by Nehru at the Lahore Congress session.
In December 1929, under the presidency of Jawaharlal Nehru, the Lahore Congress formally adopted the need for 'Purna Swaraj', or India's full independence. It was announced that January 26, 1930, would be celebrated as Freedom Day when the people would commit themselves to the struggle for total freedom. The Indian flag was hoisted by Jawaharlal Nehru on December 31, 1929, on the banks of the Ravi river in Lahore. Congress called on the Indians to celebrate January 26 as Independence Day. The Indian flag was hoisted publicly throughout India by volunteers from Congress.
