The Dutch introduced the Blandongdiensten system in Java. Thus, the Dutch introduced forest laws in Java. The government restricted people from letting their cattle graze, transferring wood without a license, or travelling on forest roads with cattle or horse carts. Dutch wanted to manage forests for their shipbuilding and railway projects. Cutting trees, transporting them, and preparing sleepers required labour. The Dutch first imposed rents on cultivated lands in forests and later exempted particular villages from rents if they provided the government with free labour and buffaloes for transporting timber. This system came to be called the Blandongdiensten system.
