The East India Company prevented weavers from dealing with other buyers through the system of advances. After establishing political control, the East India Company could claim a trading monopoly. It then went on to create a management and control system that would eliminate competition, control costs, and ensure consistent supplies of cotton and silk items. This was accomplished through a series of steps. First, the Company recruited a salaried worker known as the Gomastha to supervise weavers, collect supplies, and inspect cloth quality. Second, it barred Company weavers from doing business with other buyers. The weavers received advance loans to purchase the textiles' raw materials. The freedom to sell their own fabric or weave their own patterns was taken away from weavers who took out these loans. Instead, weavers were required to make cloth that was previously promised to the Gomasthas under the system of advances.
