The atomic number of Scandium is 21. The electronic configuration will be 2,8,9,2. 

According to Bohr’s formula, the third orbital consists of eleven electrons but the third orbital consists of nine electrons and the remaining two are in the fourth orbit.

The atomic number of Scandium = 21
Electronic configuration of Scandium = 1s2, 2s2, 2p6, 3s2, 3p6, 4s2, 3d1
In shell 1 = 1s2
= 2
In shell 2 = 2s2+2p6
= 2 + 6 
= 8
In shell 3 =  3s2+3p6+3d1
= 2 + 6 + 1
= 9
In shell 4 = 4s2
= 2
Since, the 4s orbital has less energy than the 3d orbital in this circumstance and provides fully-filled stability that the 3d orbital cannot, two electrons are in the 4s orbital rather than the 3d orbital.
