The Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act was enacted in 1993. This regulation forbids the building of dry latrines and the hiring of manual scavengers. The Safai Karamchari Andolan and 13 other organisations submitted a PIL to the Supreme Court in 2003, expressing their displeasure that government entities like the railroads still practised manual scavenging. The petitioners demanded that their Fundamental Rights be upheld. The court noted that since the 1993 statute, there had been more manual scavengers in India. On December 6, 2013, the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act went into effect.
