If vi and vfare respectively the initial and final speeds of the body, we have, from the law of conservation of energy, 

12mvi2-GmMR=12mvf2       (i)

where m is the mass of the body and M is the mass of the earth and R its radius. The escape velocity is given by 

12mve2=GmMR         (ii)

Using (ii) in (i) gives 

12mvi2-12mve2=12mvf2 or vf=(vi2-ve2)12                (iii)

Given vi=3ve.

Therefore, vf=22ve.
