In a federal system of government, two or more governments share power and authority over the same geographical area. Generally, most democracies have a federal form of government—for example, India, the US, Argentina, Australia, and Canada. However, federations do not grant equal powers to their constituent units. A few units of the Indian Constitution enjoy very little power. Federalism allows the local government to function much more efficiently. The provincial government understands the needs and aspirations of its region better and, thus, is successful in accommodating regional diversity. For example, in Belgium, the communist government was formed primarily to cater to the needs of a particular community.
