Sri Lanka refused the federal system. Sri Lanka comprises two major ethnic groups - the Tamil-speaking and the Sinhala-speaking groups. After its independence, Sri Lanka refused to share power with the minority Tamil-speaking community. Tamil was ignored when an Act was established in 1956 designating Sinhala as the sole official tongue. The governments used preferential hiring practices that favoured Sinhalese candidates for government jobs and academic positions. A new constitution established that the state would promote Buddhism. All these measures alienated the minority, which finally resulted in a civil war in the country.
