The Fire Decree of 1933 was passed following the mysterious fire that had broken out in the German Parliament. In January of that year, Hitler was offered a Chancellorship, and the Nazis gained a tremendous following through effective propaganda. The Weimar Constitution guaranteed freedom of speech, assembly, and press to Germans. The Fire Decree, however, suspended these civic rights indefinitely. Hitler next targeted Communists, his archenemies, and sent them off to concentration camps. Once the Enabling Act was passed in the same year, Hitler acquired ultimate powers to rule Germany through a dictatorship. Except for the Nazi Party, he banned every political party and trade union and stationed security forces and special surveillance to monitor and control society the way he wanted.
