Colonial officers who intended to impose restrictions on their movement were suspicious of their constant motion. In addition, the pastoralists relocate according to the season. Because of their behaviour, they were challenging to locate and manage. As a result, the Criminal Tribes Act, which regarded migratory communities as criminal by birth and nature, was passed by the British government to suppress these groups and cement their domination.
