The pressure outside the submarine is P = Pa+ρgh

where Pa is the atmospheric pressure

Pressure inside the submarine is Pa.

Hence, net pressure acting on the window is guage pressure.

Gauge pressure, Pg = P-Pa = ρgh

Area of a window is
