The Forest Act of 1878 split forests into three categories: village forests, local forests, and protected woodlands. This act granted the British government sovereignty over all wastelands, which by definition included woodlands. And gave the government the authority to mark off protected and preserved woods. Local rights have been disregarded in the case of protected woods. The locals' benefits, however, may be revoked by the government at any time. The best was the "reserved forests". Villagers may take nothing from the woodlands, not even for private use.
