The Forest Act of 1878 divided forests into three categories according to the value of their resources.
In 1865, Dietrich Brandis contributed to the creation of the Forest Act. The Forest Act was passed in 1865 and amended twice, first in 1878 and then again in 1927. Forests were classified into three categories by the 1878 Act: Reserved, Protected, and Village forests.
The Act's main objective was to entirely retain the Reserved Forests as government reserves by removing local rights. The villagers were forbidden from taking anything from these forests, not even for personal use. They could gather wood from the Village or Protected forests to build their homes or for fuel.
