Detailed Solution

The Forest Act was amended for the second time in 1927.
The German expert Dietrich Brandis, who visited India on the request put forth by the colonial government, set up the Indian Forest Service in 1864. The first amendment was in 1878, and the second one was in 1927. As per the 1878 Act, the colonial rulers classified the forests into three categories: protected, reserved, and village. The reserved forests had trees like deodar, sal, and teak, providing the government with valuable timber. Thus, these were considered the best forests, and the locals were restricted from visiting them.
