The government gave the rights to fishing in the Tawa reservoir to private contractors in 1994.
Large amounts of forest and agricultural land were submerged as a result of the construction of the Tawa dam. Some of the displaced forest residents lived near the reservoir and turned to fishing for a new source of income. The government permitted private contractors to fish in the Tawa reservoir in 1994. These contractors drove out the locals to obtain inexpensive labour from elsewhere. At this time, the villagers banded together and formed an organisation to preserve their rights. As a result, the Tawa Matsya Sangh was formed (TMS). The TMS organised protests and blocked the roads to demand their freedom to continue fishing for a living.
