The Government of India appointed the Second Backward Classes Commission in 1979.
The First Backward Classes Commission was established in 1953 under the Jawaharlal Nehru government. The report was submitted in 1955, but it was never implemented. The Second Backward Classes Commission was set up on January 1, 1979, under the Morarji Desai government. Former Bihar minister B P Mandal headed the commission. The report was submitted in 1980. The report was frozen for almost a decade. The Lok Sabha elections in 1989 brought the report to the political discussion. The Janata party added the matter in its election manifesto.
