The Government passed the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act in 1993. Manual scavenging refers to cleaning human/animal excreta and its disposal by humans using brooms, cans etc. In India, almost all manual scavengers come from Dalit communities. Besides being highly dehumanising, their job also involves a serious life risk. Every year, many people involved in the job die in the process. Waking up to reality very late, the Indian Government passed the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act in 1993. It banned the practice of manual scavenging and construction of dry latrines. However, both the rules continue to date.
