Women, Dasas, and Kammakaras (Shudras) were those who were not allowed to participate in the assemblies of ganas. The members of the group of rulers were several men present together then here each man was a raja. Raja  were considered ganas. Because the rajas were considered in the upper varna and the women, dasas and kammakaras (Shudras) were considered in the lowest varna and categorised based on their birth. They were not allowed to enter or participate in the assemblies of the gana.
