The idea of sulh-i-Kul was introduced by Akbar. Akbar started religious debates with the ulama, Brahmanas, Jesuit Roman Catholic priests, and Zoroastrians while he was at Fatehpur Sikri in the 1570s. These discussions took place in the Ibadat Khana. He found social practices and other religions to be fascinating. Through his interactions with followers of many faiths, Akbar learned that religious expert who strongly emphasises ritual and theology are typically prejudiced. His students were divided and in conflict as a result of their teachings. It ultimately gave rise to Akbar's idea of "universal peace," or sulh-i kul. Tolerance did not regard religious affiliation as a factor in his world. Instead, it strongly emphasised a moral code that can be applied wherever and is founded on truth, justice, and peace. Abul Fazl helped Akbar create a vision for governance based on the sulh-i kul idea. Both Jahangir and Shah Jahan adhered to this governing idea.
