The Indigo Commission was set up to enquire into the system of indigo production. In March 1859, thousands of Bengali ryots refused to plant indigo and rebelled. Concerned by the uprising, the government set up the Indigo Commission to investigate the indigo production system and dispatched the military to defend the planters from attack. The Commission found the planters responsible and rebuked them for their coercive tactics on the indigo farmers. It declared that indigo production was not profitable for ryots(cultivators). The Commission instructed the ryots to complete their current contracts but also informed them that they might later choose to stop producing indigo.
