Detailed Solution

Electric field is induced due to changing magnetic field. It is non conservative, because it does not work in moving a charge over a closed path. Electric field lines flow from positive to negative charge thus never come back to the positive charge. Therefore they do not form a closed loop. The induced electric field does not varies with time. But it change with variation in magnetic flux lines.
