The infamous Vernacular Press Act was made by  Lord Lytton. The Vernacular Press Act (1878) was passed in British India to restrict the liberty of the Indian press and prohibit criticism of British policy. The Act was submitted by Lytton, the Viceroy of India at the time, and on March 14, 1878, the Viceroy's Council unanimously approved it. To "fully regulate" the vernacular media and effectively penalise and prohibit "treasonous literature" in "papers in oriental languages," the Vernacular Press Act (VPA) was passed. The (non-English language) Indian press was therefore considered with total hostility by the British.
